Level 3: Fair (Moderate Risk Tenant) 
This level includes tenants who have had some financial difficulties. There may be more late payments, collections, or a higher debt load, but they are working to improve their financial standing. 
Criteria:
Credit Score: 600-679 
Payment History: Several late payments or delinquencies, with a few recent (within the past 12 months). 
Debt-to-Income Ratio: High (indicating more reliance on credit or loans). 
Public Records: May have past bankruptcies or judgments, but they are 1-3 years old. 
Collections: Some recent accounts in collections, but the amounts are not significant. 
Recent Hard Inquiries: Frequent (4-6 in the past 12 months), suggesting more active credit seeking. 
Summary: 
A Level 3 tenant has faced financial struggles and may continue to face some challenges. While they may present a higher risk, they show signs of managing their situation. This tenant might require additional security (like a higher deposit).
